This is the draft rules for the future Article V Convention, as authored by constitutional scholars Robert G. Natelson and Michael Farris and edited by a caucus of 200+ state legislators. A version of these rules were successfully tested at the 2023 and 2016 Simulated Article V Conventions.

Massachusetts Legislature Hears Convention of States Testimony | COS LIVE

On January 16, 2024, the Massachusetts Joint Committee on Veterans and Federal Affairs heard testimony from Rep. Steven Xiarhos, Michael Farris, and local citizens on our application calling for an Article V convention to stop federal overreach, impose term limits, and set fiscal restraints. This recording has been edited to remove dead air and portions of the hearing that did not directly deal with COS Action's legislation.
